В качестве поступающих налоговых доходов использованы значения по 2 федеральным налогам: налог на прибыль организаций и налог на доходы физических лиц. Методы исследования: сравнительный, расчётный, картографический.</p><p>За рассматриваемый период 13 территорий хотя бы раз были отнесены к группе с высокой сырьевой специализацией, для которых присущи следующие негативные черты реагирования на внешние экономические вызовы:</p><p>‐ не оказалось ни одного субъекта РФ, в котором бы соблюдался рост бюджетных расходов с пропорциональным и большим ростом налоговых поступлений;</p><p>‐ только в 2018 г. для всех территорий был отмечен рост бюджетных расходов с одновременным ростом налоговых поступлений от добычи полезных ископаемых;</p><p>‐ только в 4 субъектах РФ непрерывно увеличивались бюджетные расходы, в то время как у некоторых участников группы на фоне роста сырьевых налоговых поступлений сокращались бюджетные расходы.</p><p>В рассмотренный период выявлена высокая экономическая неопределённость и сопутствующая трансформация в региональной политике, что выразилось в изменении числа и состава участников ресурсодобывающих субъектов РФ.</p></abstract><trans-abstract xml:lang="en"><p>Allocation of spatial and temporal transformations in resource‐producing subjects of the Russian Federation for the decade 2012–2021 based on the comparison of tax revenue materials with budget execution data.</p><p>The materials of the study were information from the Federal Tax Service of the Russian Federation, Form 1, regulatory legal acts. The values for 2 federal taxes were used as incoming tax revenues: corporate income tax and personal income tax.
